Toolkit for capacity builders

This Toolkit was created by an international consortium within the Civic Incubator (CERV) project, aiming to empower informal civic groups and active citizens while promoting participation in democratic life at both local and EU levels. The project strengthens civic skills, supports grassroots initiatives, and fosters environments where citizen voices can meaningfully influence policy.

The Toolkit compiles practical tools and methods used during the project’s research, needs assessment, and capacity-building phases. It is not a step-by-step manual, but a flexible collection of adaptable resources designed for professionals working with informal groups—or for the groups themselves, with the support of facilitators.

It addresses the entire capacity-building cycle, including:

  • Needs assessment, using consultations, design-thinking methods, and ideathons.
  • Program planning, supported by models such as the Theory of Change.
  • Engagement and activation of informal groups through participatory approaches.
  • Skills development in areas such as teamwork, stakeholder mapping, visibility, mobilization, and resource management.
  • Evaluation and follow-up, with tools for self-assessment (e.g., SWOT for exploring formalization) and peer-learning sessions.
  • Dissemination and advocacy, ensuring that insights from capacity-building processes contribute to broader systemic improvements and professional cooperation.

The Toolkit is conceived as a living resource—encouraging adaptation, expansion, and exchange of good practices among professionals and civic actors. Its purpose is to strengthen the effectiveness, sustainability, and public voice of informal civic groups across Europe.
