The Social Activity Incubator in Poland offers an inspiring answer. This innovative model connects informal community groups with experienced “umbrella” organizations that provide legal, financial, and organizational assistance.
Thanks to this approach, more than 300 informal groups have already turned their ideas into action and impact — all without needing to become formal entities.
It’s a smart, practical solution that is reshaping civic engagement and showing how change can grow from the ground up.

This initiative is part of CIVIC INCUBATOR, a CERV-funded program that empowers grassroots civic groups and active citizens to strengthen their impact locally and across Europe.
It supports informal civic action, fosters democratic participation, and promotes key EU values such as freedom, inclusion, and the right to associate.
